WalesOnline reported earlier on Tuesday that the club were closing in on the 24-year-old, who spent last year on loan at Olympiacos and Blackpool, and the Bluebirds have now completed the signing.
Upon signing, Bowler said: “I heard about the interest and knew the manager and club really liked me and it was a club I really wanted to come to.

“I’ve played in the Championship quite a lot. This season for me is about getting minutes and showing everyone at Cardiff City what I can do and hopefully taking them to the promised land. With the squad we have and with the additions we’ve made, that’s what we have to aim for.”
Cardiff boss Erol Bulut is closely connected with Forest owner Evangelos Marinakis, who owns Greek giants Olympiacos where the Bluebirds manager spent a good chunk of his playing career. Bowler spent last season on loan at Olympiacos from Forest before heading to Blackpool for the second half of the campaign.
On the signing, Bulut said: “Two years ago, Josh was one of the best wingers in the Championship. We’re excited he’s here. He’s a good worker, with a great left foot, who will bring goals and assists to our side.
“We now have a variety of possibilities across our front line. They will all bring something different and offer us more creativity this season.
Bowler was reared at QPR before he signed for Everton in July 2017, but never made a senior appearance for the Merseyside club. It was at his next team, Blackpool, where he would begin to make a name for himself.
After netting 12 goals in 71 games for the Seasiders he became one of a spate of signings Steve Cooper made at Forest upon their promotion to the Premier League. Because of the numbers though he was pegged down in the pecking order and failed to make an appearance.
Bowler scored four goals for Blackpool last season, one of which came in the Bluebirds’ 3-1 win at Bloomfield Road.
Bowler becomes the club’s sixth signing of the summer, having already brought in Aaron Ramsey, Karlan Grant, Yakou Meite, Ike Ugbo and Dimitrios Goutas.
