For a fee of £12.8million, the midfielder joins on a five-year contract, extending until 2028.
The 25-year-old can play either as a central midfielder supporting the forwards or in one of the two wider positions.
Bellgarde, who has previously represented France at the youth level, arrives at the Molineux with an impressive track record of 129 appearances for Strasbourg.
He has already made a significant impact in the current season, contributing with two goals and two assists in just three matches.
Wolves sporting director Matt Hobbs said: ‘He’s a player the recruitment team flagged towards the end of last season, and he’s started this season very well.
‘He’s athletic, technical and has ability to drive with the ball, and you can see from his goal and assist record that he’s had an excellent start to this season.Bellegarde began his professional career at Lens, where he made 47 appearances and scored six goals before embarking on a new journey with Wolves.

Wolves made a bid for Boulaye Dia on Thursday which was rejected by Salernitana, now he’s been left out of their squad.
The forward was high on Wolves’ list of priorities in the forward position along with Southampton’s Che Adams.
Wolves had submitted an offer to loan Dia with the view to making the move permanent at the end of the season
This offer was rejected by the Serie A side according to Sébastien Denis but this wasn’t something the player was too pleased by.
It was reported that Dia was keen on moving to Molineux and was therefore disappointed to see his club deny him.
Wolves tried to land Boulaye Dia on transfer deadline day, and Fabrizio Romano has now shed a bit more light on the situation via his YouTube channel.
Wanderers attempted to bring in another striker at the 11th hour on Friday.
Che Adams was thought to be the player they really wanted.
